If you already have Internet access, AOL is offering access to their content, chat rooms and e-mail services for free. Premium services such as AOL Music and video downloads are still premium (paid) services. They will no longer promote dial-up Internet service, but you can still order it. It will NOT be free. The regular rate is $23.95mo, but you can negotiate the rate with them, and considering that they're not advertising it and a good chunk of what they offer is now available for free, you should be able to negotiate it down to $10mo (which is what my mother currently pays).
